<h2>Maria Chappelle-Nadal</h2>Maria Chappelle-Nadal is a dedicated community advocate and a champion of social and economic justice. Born and raised in University City, Missouri, she is the daughter of a small business owner and public housing activist. From a young age, Maria’s parents taught her how to bring people together and solve the problems in her community. Maria served in the Missouri House of Representatives, the Missouri State Senate, as well as a school board member in University City.Maria's commitment to public service started as a teenager when she volunteered in the summers helping young children who lived in public housing in south city. By Rachel LippmannSt. Louis County residents will decide next month whether to tax purchases on out-of-state purchases from Amazon and other online retailers.“If it weren't for internet sales and purchases, we wouldn't even be having this conversation, because all of those items that are being bought online would then be bought locally,” said Pat Kelly, executive director of the Municipal League of Metro St. Louis, which is helping fund the campaign in support of Proposition U.If voters say yes, the county would begin levying a use tax of about 3.5% on online purchases starting in January. The total amount charged would be equal to the local sales tax already in place. For example, someone who places an online order from their living room in Brentwood would pay about 9.7%, while someone making the same order in Eureka would pay about 8.2%.Approval requires a simple majority from voters.Estimates on how much the new tax could generate vary widely because there is no good data available on the out-of-state purchasing behavior of county residents and businesses, but both the Municipal League and county officials expect it to be at least $110 million.The money will be divvied up among St. Louis County, the municipalities, the St. Louis Zoo and a number of other buckets including public safety, parks and children’s services. St. Louis County expects to receive at least $70 million per year into its general fund.The legislation putting the use tax on the ballot passed the county council 6-1 in March. But not everyone was happy with the lack of specifics about where the money would go.“I think use tax is going to be a hard pill to swallow for our communities,” said 4th District Councilwoman Shlonda Webb, D-St. Louis County. “I think our community members will want to know exactly where this additional tax money that they're going to be paying is going to go.”There is no group that has organized to defeat the use tax, but some candidates in other races are working their opposition into their campaign messaging. For example, Dave Messner, the Republican candidate for county assessor, has posted about the use tax on his Facebook page and speaks about it when out campaigning.Others including Maria Chappelle-Nadal, a Democrat running for the 1st District seat on the county council, and Republican county executive candidate Dennis Hancock offer their opinion when out knocking doors.Chappelle-Nadal said she objects to having an additional tax when the cost of everything is going up. Hancock, R-Fenton, the lone member of the council to vote against placing the tax on the ballot, said he did not think the county had done enough to get its spending under control.“I believe we need to demonstrate that we can effectively reduce spending in St. Louis County before we start asking for more revenue,” he said in March as the council considered the legislation. “There’s more ways to reduce spending than just making cuts. We can add efficiencies. We can do a lot of things differently.”County voters rejected a use tax in 2022. Kelly said supporters are pushing the message that a use tax is not a new tax.The committee funding the campaign received large donations from the Municipal League and St. Louis Realtors in May. It has not yet had to file a quarterly report showing additional donations and expenditures.

<h4>St. Louis County voters to decide tax on online sales</h4>

By Rachel Lippmann<h4>Maria Chappelle-Nadal</h4>Chappelle-Nadal chose the county council for her political comeback because “right now, we have so much that’s going wrong in St. Louis County.”“I still care about the environment, and frankly, the work that’s being done at the federal level is not enough,” she said.Chappelle-Nadal served a total of 16 years in the state legislature and was one of the earliest political voices raising awareness of <a href="https://www.stlpr.org/tags/west-lake-landfill" target="_blank" rel="noopener noreferrer">radioactive contamination</a> in parts of north St. Louis County. She said the current council is not being diligent enough on the issue.“We all like development, we all like infrastructure, but oh, by the way, many of these places where they've been building, redeveloping, are contaminated,” she said.In addition to the environment, Chappelle-Nadal said she would be focused on affordability if she were elected. She would have voted against a proposed <a href="https://www.stlpr.org/government-politics-issues/2026-03-18/st-louis-county-council-gives-voters-second-crack-tax-online-purchases" target="_blank" rel="noopener noreferrer">tax on online sales</a>.“Regardless of what tax bracket you're in, every single family, every single door that I knock on, someone is experiencing really hard financial times, and are having to make changes,” she said, adding that she knows of many residents who rely on Amazon or other delivery services for medications.Chappelle-Nadal and incumbent Rita Heard Days were allies until a <a href="https://www.ksdk.com/article/news/politics/st-louis-county-discrimination-claim-maria-chappelle-nadal/63-637bc31d-b77f-4197-917e-1bf0ff56ccf7" target="_blank" rel="noopener noreferrer">falling-out</a> that involved multiple lawsuits. But Chappelle-Nadal said her entry into the race was motivated more by the mismanagement she saw while working for Days than trying to score political revenge."For me to say that state government is outperforming the county at this point is an exceptional statement, but I can tell you that every single person in District 1 deserves better,” she said.

In addition to the environment, Chappelle-Nadal said she would be focused on affordability if she were elected. <h4>Three longtime political figures seek 1st District seat on St. Louis County Council</h4>

As a County Councilmember, Maria will never support policies that make it harder to fund public education.Every child deserves access to a quality education, regardless of their ZIP code. Strong public schools are one of the most important investments a community can make. They prepare students for future careers, strengthen neighborhoods, attract businesses, and support long-term economic growth.Teachers, counselors, paraprofessionals, bus drivers, and school staff are not expendable. They work every day to help students succeed, often while facing increasing demands and limited resources.Maria believes local leaders should be working to strengthen public education, not creating additional financial obstacles for school districts that are already struggling to meet student needs.Educational funding disparities continue to affect school districts throughout the St. Louis region. Research has found that high-need districts often face greater financial challenges despite serving students who require additional support and services.Recent debates over local government finances have also highlighted concerns about how county policies can affect schools and public services. Several St. Louis County school districts have warned that policy changes affecting local revenues could result in significant funding losses that may impact educational programs and operations.Maria believes that:<ul><li>Public education should be protected and strengthened.</li><li>Teachers and school staff deserve support and respect.</li><li>Students in struggling districts should receive additional resources, not fewer.</li><li>Government decisions should consider their impact on classrooms and families.</li><li>Every child deserves the opportunity to learn, thrive, and succeed.</li></ul>Throughout her public service career, Maria has supported educational opportunity, equity, and investment in children. She understands that the future of St. Louis County depends on the success of its students today.Because investing in our children is investing in our future.

School Districts are funded by local taxes.

<h2>STRONG PUBLIC SCHOOLS. STRONG COMMUNITIES.</h2>

On a rainy Saturday afternoon, about 20 former residents of Robertson gathered in the lower level of First Missionary Baptist Church of Robertson in Hazelwood, many carrying folders thick with documents.Damp coats hung on a rack near the entrance. Fluorescent lights hummed softly overhead. At the tables, attendees compared notes, documents and worries accumulated over decades.But the most important evidence in the room wasn’t paperwork.It was Dorothy Butler.Dorothy Butler, a former Robertson resident, received compensation from the federal government linked to her exposure to radioactive material and now encourages others to apply. Photo by Lawrence Bryant | St. Louis AmericanLast month, Butler, 64, became one of the first known former Robertson residents to receive compensation through the Radiation Exposure Compensation Act, known as RECA — a federal program expanded to include certain St. Louis-area ZIP codes impacted by radioactive contamination.“I’m the first to get mine,” Butler told the group. “It’s real.”RECA compensation for qualifying cancers often reaches tens of thousands of dollars, with some claimants receiving as much as $50,000. Butler said her settlement amount was $25,000.&nbsp;For residents long skeptical that the federal government would actually pay claims tied to Cold War-era radiation exposure, Butler’s settlement offered something many said they had been waiting for:Proof.<h4>Questions rooted in doubt — and hope</h4>Around Butler, attendees raised questions reflecting both urgency and anxiety.“Do I need birth certificates for all my loved ones?”“What happens if I mess up my three chances?”Some leaned forward in their chairs. Others stood as they spoke, gripping envelopes and manila folders.The gathering was one of a series of RECA assistance meetings organized by former state Sen. Maria Chappelle-Nadal, who has worked for years with advocates pushing for compensation and cleanup tied to radioactive waste dumped in North St. Louis County.She said skepticism remains one of the largest barriers.“People still ask if this is real money,” Chappelle-Nadal said. “They’ve lived with broken trust for decades.”<h4>A program decades in the making</h4>RECA was signed into law in 1990 to compensate individuals who developed certain cancers after radiation exposure from nuclear weapons testing and uranium industry work.Despite St. Louis’ role in uranium processing during the Manhattan Project era, residents here were excluded until Congress expanded eligibility after years of lobbying by community advocates and political leaders including Sen. Josh Hawley and former U.S. Rep. Cori Bush.Robertson — a historically Black community near sites later confirmed to contain radioactive waste — falls within one of the newly eligible areas.Government records show millions of dollars approved for Missouri claimants. Yet early data indicated that fewer than 1% of eligible residents had applied, due largely to lack of awareness, distrust and the complexity of the claims process.<h4>“The work is tedious”</h4>Chappelle-Nadal described the RECA application as document-intensive and often overwhelming.“It’s extremely difficult. The work is tedious,” she said. “You have to track down records from decades ago.”That challenge was visible throughout the room.Lynn Woolfolk, a former Robertson resident, moved from table to table, a thick, color-coded folder in hand, helping others organize birth certificates, death certificates and medical records.Lynn Woolfolk, a former Robertson resident, recently completed an application for federal compensation tied to his parents’ exposure to radioactive contamination. Photo by Lawrence Bryant | St. Louis AmericanWoolfolk recently filed claims connected to his deceased parents and said retrieving required documents cost him nearly $300.“If you’re filing for someone who died 30 or 40 years ago, it can be a nightmare,” Woolfolk said.He shook his head as he flipped through paperwork.“They want proof, I understand that,” he said. “But some of those records don’t even exist anymore.”Unable to locate everything, Woolfolk submitted a cover letter explaining the gaps.<h4>A different experience</h4>Butler said her application process was smoother.“My brother got a lawyer, but I said, ‘I can do this myself,’” she said.Seated calmly at one of the tables, Butler described assembling her documents.Butler was diagnosed with bladder cancer last year and has undergone multiple surgeries. With her Robertson birth certificate and medical documentation readily available, she applied in September.Weeks later, she received compensation.“It wasn’t difficult at all,” Butler said. “You read it and fill out what pertains to you.”Her settlement has quickly become a focal point in conversations among former residents.For many, Butler’s experience challenges a deeply ingrained belief that compensation promises tied to radioactive exposure would never materialize.<h4>Why skepticism persists</h4>Advocates say that doubt is understandable.Radioactive contamination in the St. Louis region traces back to the early U.S. nuclear weapons program. Following World War II, uranium processed in St. Louis was stored, transported and, in some cases, improperly disposed of near Coldwater Creek, the West Lake Landfill and other North County sites.Federal investigations later confirmed that government agencies and contractors were aware of contamination risks but failed for decades to adequately contain or remediate the waste.Last year, the U.S. Army Corps of Engineers committed an additional $40 million for cleanup efforts tied to radioactive contamination in the region.“For many families, trust was broken long ago,” Chappelle-Nadal said.<h4>Momentum building</h4>Butler’s $25,000 payout is already influencing others.Several attendees said they had delayed filing because they were unsure whether claims would be honored. Seeing someone they know receive compensation has shifted that calculation.“It changes the conversation,” Chappelle-Nadal said. “People believe it when they see it.”<h4>Deadline approaching</h4>Residents who lived, worked or attended school for at least two years in eligible Missouri ZIP codes after Jan. 1, 1949, and later developed qualifying cancers have until Dec. 31, 2027, to file RECA claims.Compensation may also be available to surviving spouses and certain family members.Chappelle-Nadal urged residents not to let confusion or fear delay applications.“This is money people are entitled to,” she said.Butler offered a more personal appeal.“I know people are doubtful,” she said. “But it’s paying off.”Sylvester Brown Jr. is the Deaconess Foundation Community Advocacy Fellow.

Maria Chappelle-Nadal believes that our pets, shelter animals, and the families who care for them deserve better.Maria has been a lifelong advocate for animals. Long before seeking a seat on the County Council, she worked to support animal rescue efforts, raised awareness for local shelters, and encouraged pet adoption throughout the community.Her commitment is personal.Like many families, Maria knows the companionship, comfort, and unconditional love that animals bring into our lives. She adopted both of her dogs through the Humane Society and understands that many shelter animals simply need patience, care, and a second chance.Gigi came into Maria's life after multiple previous owners. With training, consistency, and compassion, Gigi found stability and a loving home.Milo began as a foster dog recovering from heartworm treatment and multiple surgeries. What started as a temporary arrangement quickly became a permanent bond, and Milo found his forever family.Maria believes every adoptable animal deserves that same opportunity.Animal welfare is also a public responsibility. County shelters should be properly staffed, adequately funded, and focused on improving outcomes for animals in their care. <h2>EVERY ANIMAL DESERVES A VOICE</h2>

Our seniors spent decades working, paying taxes, raising families, and contributing to our communities. They deserve to retire with dignity and peace of mind.Yet too many older adults are struggling to make ends meet. Rising costs for housing, healthcare, prescription drugs, food, and transportation are placing enormous pressure on seniors living on fixed incomes. Families facing these challenges often need specialized services, respite care, and community support. Organizations such as the Alzheimer's Association emphasize that both individuals and caregivers benefit from coordinated support systems and access to local resources.Maria believes that every stage of aging deserves respect and support. Some seniors need occasional assistance. Others require more comprehensive care. Fast forward 25 years.It has been widely reported in the media that St. Louis County is unable to hire a competent auditor. For several years, under the leadership of Councilwoman Rita Days, taxpayers have paid the price for the absence of a capable auditor, which led to salacious and costly scandals, and too few audits.Having personally witnessed the difficulties of the last auditor, I implore the Council to seek the best candidates in a nationwide search. It was confusing why one bad auditor was replaced with another.It is also puzzling why it took so long for the Council to act. Surely Council leadership read the articles over the course of many years. Surely the Council knows the buck stops with them, right?Rather than using the same strategies, taxpayers deserve innovative approaches to securing a class act auditor. A Council that chooses not to do a stellar job in filling this important position should anticipate continued admonishment from County citizens. By Sylvester BrownHundreds of thousands of St. Louis County residents may now qualify for tax-free federal payments worth up to $50,000, but many are not applying, some saying they don’t trust the program or the people promoting it.That mistrust, advocates say, is keeping families from money that could help pay medical bills or bring relief after decades of illness linked to radioactive waste contamination.“I get a lot of emails from people who say, ‘My brother doesn’t think this is real, he thinks it’s a scam,’” Karen Nickel, co-founder of Just Moms STL, told KSDK-TV. “There are a lot of people who don’t want to send their documents because they don’t trust the federal government.”The assistance comes through the Radiation Exposure Compensation Act, a federal program created to help people harmed by the nation’s early nuclear weapons work. Congress extended and expanded the program last year, adding 21 Missouri ZIP codes after years of pressure from local families who argued the St. Louis area had long been overlooked.Federal data shows $8.57 million in Missouri claims have already been approved, yet less than 1% of eligible residents have applied. County officials estimate as many as 300,000 people could qualify, but only about 2,000 have submitted applications so far.RECA provides one-time, tax-free payments to people who lived, worked or went to school in certain areas during the early years of the Manhattan Project — the top-secret government effort to develop the first nuclear weapons — and later developed a covered illness. Survivors of family members who died from one of those illnesses may also qualify for a smaller payment.The St. Louis region’s connection to RECA traces back to Mallinckrodt Chemical Works, which processed uranium for the Manhattan Project and the Atomic Energy Commission. The original processing facility was just north of downtown St. Louis, but the radioactive waste it generated was later dumped, mishandled or allowed to migrate into waterways and neighborhoods across St. Louis County.EPA investigations have found that federal agencies and contractors were aware of contamination problems for decades. They ignored warnings about leaking waste, health risks and unsafe landfill practices.One of the most visible sites is Coldwater Creek in Florissant, listed by the EPA in 1981 as “one of the most polluted waterways” in the country. Generations of children raised along the creek have faced rare cancers, autoimmune disorders and other illnesses. Cleanup continues today. Former state Sen. Maria Chappelle-Nadal, who is running for a St. Louis County Council seat, has spent more than a decade researching contamination sites and hosting community meetings. At dozens of meetings in her former senate district, she said she has heard emotional stories of illegal dumping, rare cancers and families who lost loved ones to illnesses they believed were tied to radioactive waste. She said mistrust remains the biggest obstacle to getting residents to apply for compensation.“I talked about this story before it was sexy, before it was popular, when Josh Hawley (as state attorney general) kept ignoring us,” she said.Chappelle-Nadal said mistrust is particularly deep in neighborhoods where generations of families believe they were never warned about the dangers. She acknowledges that Hawley, now a U.S. senator, did help expand the program last year, but said many residents still do not view him as a credible messenger.She also worries that some majority-Black neighborhoods with long histories of illness were not included in the latest expansion.“The Coldwater Creek watershed is just one of many contaminated watersheds,” she said. “There are people who live in historically Black communities where 80% or more either got cancer or died from radioactive waste-related cancers.“Then they bought homes built after World War II, in Black Jack, Berkeley or Hazelwood and different places throughout St. Louis County that are still contaminated to this day.”She believes the expansion offers residents a chance to finally receive support — but only if they know they’re eligible. Many people still don’t know their neighborhood is included or don’t believe their illness, or a family member’s illness, could be connected to radioactive waste.To apply, residents must submit a claim through the U.S. Department of Justice. Research has consistently found links between crime and challenges such as poverty, unemployment, lack of opportunity, untreated mental health issues, and inadequate social support systems. Effective public safety strategies address both enforcement and prevention.Maria supports fully funding law enforcement and working collaboratively with police, prosecutors, community organizations, and residents to reduce crime and improve public safety. She believes communities are safest when law enforcement and residents work together toward common goals.Maria is also committed to protecting women and children from exploitation and human trafficking. She believes every available tool should be used to identify predators, support victims, and hold offenders accountable. The safety of our children must always be a top priority.In addition, Maria supports practical traffic safety solutions. Reckless driving, distracted driving, excessive speeding, and impaired driving continue to threaten lives throughout our region. Concerns about healthcare costs have intensified as changes to federal healthcare programs and the expiration of enhanced Affordable Care Act subsidies have increased costs for many Americans. Analysts project that millions could face higher premiums or lose coverage altogether.Maria believes the role of local government is to make life better for working families—not harder.Throughout her career, Maria has brought people together to solve complex problems. She believes effective leadership requires listening directly to residents and understanding their concerns firsthand.Maria's approach to public service was especially evident during the Ferguson crisis. St. Louis Public Radio noted that she was among the most visible elected officials engaged with residents during that period and that the experience fundamentally changed how she approached her role as a legislator.
